I know of classic bikes that have passed mot without any mirrors, and custom bikes with no mirrors. Not sure about modern bikes or scooters that came fitted with them originally.

Doing a little research I found this, The Road Vehicles (Construction and Use) Regulations 1986, regulation 33, item 5 in the table says no mirrors are required.

http://www.legislation.gov.uk/uksi/1986/1078/part/II/chapter/E/crossheading/mirrors/made

I'm no lawyer though, and I have noticed there are ammendments to the legislation, I haven't looked through them all to figure out if anything has changed. So I can't guarantee that this stands..

Best advice is to call a garage and just ask?
