Hi addy " small 4 strokes need a lot of engineering for a power spike, your on ,12bhp.. a 2 stroke is easy to get power gains,
DTr 125 is 16 bhp. but can produce about 30bhp, [ yz125] same cc"s but with porting , 34mm carb , and expansion pipe,

The oil pumps are very reliable ,
And its the Inside of the fuel tank thats important, [ no leaks,rust etc, ] fuel caps are available on ebay,,
HeyT8v " heres food for thot , the DT400 has VM34SC-1M200 fitted, And I have a VM30 Mated to my DT250,[ VM28 is standard]
I used the DT400 intake boot , and I had to burr it out to take the VM30 , So sizes mean nothing, I would say the IT 250 may be bigger, its a VM34 , but you never know,
Is your oil tank missing? , its below seat, on right side , should have sight glass below sticker Enduro 250,
give us the engine and frame numbers , to see if its been messed with , should start 512- 000-00
