if the bike's been standing any while, the modern fuel leaves a varnish and gums up the carbs, try some carb cleaner.
also is the battery ok and charging? ecu won't like it at high revs if the volts are low.
i suspect a main jet if its at the higher rev range

they do two types, the highest wattage is the better one as they won't slow down when under pressure and they sell a bit kit too.
I trim welds down and port cyl heads with them
On the XS, you get an S cable which loads up the suspension keeping the chain as it would when off the bike.
this keeps the chain tension correct, 20mm for my bike

you ain't got no bike till we see the photos
use wet and dry paper (soapy wet) with the wheels off. the white stuff is alloy coating itself.
use progressively finer then you can get one of those wheel buffers that fit the drill.
this is a lot of work but if you want it shiny, elbow grease is the only way (unless you pay someone to do it)
same for all the alloy on the engine.
you could also try Alloy wheel cleaner as its phosphoric acid and and tooth brush, then polish as before.
