You say it has fuel, do you mean there's fuel in the tank or the spark plug is wet with fuel? If the plug is not wet with fuel you need to 1 Verify a good flow to carburettor 2 Strip carb and check the pilot jet isn't blocked

Yes you could check for spark but I expect that will be ok, its a new bike to you, It could just be that you havnt learned the Knack to starting it yet. If the plug is wet, leave it out for a while to dry out and try again.

Could be a dodgy side stand switch, give it a good spray with WD40, check the connector etc.

Hi, I'm not familiar but would hazard a guess thet that pipe you are seeing is either the fuel tank vent pipe or oveflow (for over filling) pipe and therefore not the cause of your problem. are you using the choke properly to start the bike? it is usual to use choke and little or no throttle until the motor is running.

Pat youre unlikely to find any in my opinion, its a 2004 bike and a rare bike at that, not exactly something you would find at a breakers, I think youre going to have to order a new set, but first you best confirm theyre damaged. Good luck.
