Wow! Good trade I'd say. Looks complete. Great starter bike... learning to ride and repair I'd think. Lucky son.

BLACK JELLY FEELING STUFF UNDER FORK COVERS
Fork seals don't have to pop out to leak. If the fork tubes aren't covered with gaiters, even bugs that get on your forks can get in there and break the seal. Sounds like you might have motor oil in the forks (black oil). The jelly stuff may be old oil? Maybe the forks just need a rebuild with new seals and oil? I'm sure someone else who knows more will be along to help.

Welcome aboard Vadiro! Looks like a fun bike! Have had my endorsement since late 90s and am currently riding my first street legal bike... a whopping 80cc.

Too Hot For Comfort
Oh yes Foams... exactly what I wear for summer riding. Quite like the sound of gravel debridement. As Cynic said, I don't think they don't tend to be real gentle when cleaning wounds. We've had some 100ºF (about 37ºC) days here and it's usually not too bad if you're moving... just get sweaty when you're stuck at lights. Then the wind feels extra good when you start moving again. I wear a vented textile jacket without the liner and summer gloves for riding the bike. I save this outfit for...
