1977 XS360-D --Electric Start problem
the contacts do earth out as that is what they are supposed to do, but this is via the coils to complete a circuit and then release it to discharge the primary coil. I'mm assuming that the bike runs ok? The other issue I could suggest is the switch gear is faulty and needs stripping and cleaning/checking. the starter button contacts and engine stop are common and it could be there. did this fault just manifest itself or did you do something to cause it?

oil bypass valve (filter cover bolt) stuck
No, its a bitch to remove, especially if you do infrequent lubes. there is an aftermarket bolt that has a 17mm head. you will need to coat the thread in copper slip when reattaching. the last one i did was to weld a larger nut over the head and the heat and greater leverage unscrewed the bugger. there is an O ring which will catch the cover when releasing, causing it to spin. drewps
