that's quite an order for paint. It comes down to prep. handle bars, are they chromed previously? sprockets are usually zinc plated or if alloy, anodised. you can get 2k spray paint, its good but you need to be in a well ventilated area with a vapour mask on as the paint contains cyanide!! comes in primer and to coat/laquer and is £12 a can

ultrasonic uses sounds waves to vibrate crud off things, used in jewerly and dental applications

you need to get it ultra-sonically cleaned you will be amazed whatcomes out after that. Mervin does the service if you can stand the wait (he lives in Devon)

support the slide on wood and get your quality driver ibn there and give a few taps with a yack hammer. hopefully that will shift it. other wise you may need to resort to using an impact driver
