Hello! Possible FZR400 owner from Norfolk
it would have to be a weld job. looks like the later XJ 2HW engine as it has the strange looking point on the side cover where the single pick up lives.

smaller//neater switchgear
AFAIK no laws for handle bar switches, although it would be really daft to put them too far away that you had to look down to flick switches etc. if your feeling flush, you can have micro buttons to run this http://motogadget.com/en/electrics/electronic-control-box-m-unit/m-unit-digit-tastersteuerung-u-sicherung.html

Whats the best way to paint an engine?
Its all in the prep. got to be grease free and no touching with bare hands. warm casings up slightly and paint in the proper humidity and temp as on the can. I have tried yambits engine silver and its rubbish. personally I would leave it bare and rub in acf40 and keep clean. barrels can be painted with Pj1 if you can still get it, fuel and oil resistant when treated as per instructions. failing that BBQ paint form B&Q has been great and used it on the Gilera exhaust, again I heat treated it using a blowtorch
