Replacing a corroded part

Hey all, please go easy on me as I'm new to bikes :)

I just picked up a 2002 Fazer 600, it's in pretty good condition apart from one metal cover is quite corroded and doesn't look very good (see below)

What is this cover hiding, and can it be replaced, will the oil need to be drained?

not sure if the oil needs to be drained but remove it clean it up and spray with pj1 silver engine casing paint about £7 for a rattle can very good stuff. new casing will be loads more
