Hmm coolant pipe snapped , get it repaired and filled with water and before you buy,then get it running to see if the oil and water are mixing together, it could have been left out under that sheet all winter with no antifreeze, engine block could be cracked, the fact is has tax and mot is not a bad start, but if they are not prepared to sort the pipe or get the engine started then adjust the price accordingly or walk away,

cheers fella. had my mechanic check it over today... he replaced the pipe... no cracks... no head gasket change needed... starts up first time.... perfect :D cheers for the help.
