OGRI why dont you leave the fuel cap loose to prove whether fiddling with this plastic widget is really going to improve things, personally i doubt it but i'll give you one thing..If you remove it the bike will be lighter so that should improve accelleration somewhat.

As kobaskle says, if it is seized pour a good quantity of penetrating fluid such as plus gas in, and leave it to work dont rush it! Seizures are usually piston to barrel on these bikes. Question is why did it seize, check the cable from the throttle to the autolube pump pulley has not broken. After you have left the penetrating oil to work, select a high gear 4th or 5th and gently rock the bike back and forth with the plug removed, remembering to cross your fingers as you do so

By the time youve spent all that time and money on patching stuff, and found it still leaks, You would have been better buying a used tank off ebay as I said earlier. You should not worry too much about it, just ask the seller if it doesnt leak, save the answer from the seller, ebay will look after your interests if it does. IMHO
