It is possible that part of the wiring loom is shorting out on the frame or engine. The wiring might be within the engine at a part that expands with heat. You should check that the battery is OK and all of the earths (grounds) are in good condition. You do not state which fuse or on which circuit it is. Something is drawing too much current.

It is a cunning and deliberate ploy by manufactureers to make you think that you get good fuel consumption. The odometer and speedometer are not allowed to read under so they are made to read over. Most read about 10% over therefore you milage will read over. In your case, assuming that you have not forgotten that you topped up the tank somehow, it does sound excessive. I would check it again.

Just to warn you that unless the following has been done or the bike has been used regulary, the fuel tank and filters will requre cleaning and all of the oil will need to be drained, flushed and refilled with new. Apart from that, I hope it's a bargin!!

No spark
For kick starts you need a very clean plug of the right grade and good ground (earth) to the engine/, engine/frame. This ensures an electrical path. Kickover start voltage will be low so anything you can do to enhance this will be good.

I would be worried more about the streightness of the forks you intend to fit. If the wheel is that bent, why do you want to fit those forks?

Rear shocks
Difficult call on this one. How about 'on condition' and by that I mean if they are not leaking gas or oil, they should be ok. Then if they have done more than 50,00 road miles, they probably need changing. Heavy loading will also require you to change them more often. Off-road work will require more frequent changes. Spring length unloaded must be the same and any preloading must also be equal. Copout is to refer to the manual.

Please don't run low on fuel on an old bike. All of the rust and crud gets sucked through, blocking the filters, punps and oriface. It's just not worth the hassle.

Apart from a whole host of other fuel/air ratio problems, you might be running a too hotter spark plug. Go for a cooler grade and then find out what colour it is. The higher the number, the hotter the tip.

Funnily enough without reading the next message, I was going to suggest Mobile 1. The reason for this is that it was the first readily available synthetic oil outside of the aviation industry. It has been around along time and I have never heard a bad word about it. There are many oils around and some are highly specialised, that might be better for your personal use but at the end of the day M1 is a good all-rounder. In everyday use, your bike will be happy with any oil but it is the extremes that cause a problem.

When running in it is best to not rev the engine too high but also not to load the engine at low revs.

XT 500 frame number
I think that you might be able to register using the identifyable engine number. This will give you by date of manufacture a non Q plate. Try using a pencil and paper tracing method on the frame number area. If you can get most of it, the manufactureer might be able to help with the rest.

Why are the bike prices higher in Spain? The bikes are sold cheaper from new and most are not looked after properly.
