No it should be much higher, 60v AC up to around 80. May well vary with engine rpm. Measure between the 3 yellow wires again -
Could well have bearing lock on it. Have you got a heat gun you can warm it up with?

Right OK then it is high. Much higher than it should be it seems. Does the bike run? If so you can check the voltage (carefully) on these wires. It will be AC at that point. The only other thing to do is whip the cover off and check the windings to see if they're burnt up
