What is the best way to refurb rusty nuts and bolts. I've seen vinegar, or a spin in in a rock tumbler then paint. Another is to give everything to a company that can clean and zinc coat ? 

A chap near me has restored to showroom a superdream. he used a zinc plating kit bought online for not too much cash. The bike looks mint.

Rather than spend time and money cleaning up, cant you get replacements from your local bolt stockist?

I was told to keep as much if the original bits as possible although there are not that a great quantity involved. Another diy method is to heat the metal up until its "cherry red" then immerse in old engine oil. Will look at a2a4.com
