As a temporary fix, Could you take out the hinge pin, slide a piece of longer pipe up the centre of the foot rest tube, re shape the end then drill through using the original holes as a guide, replacing the pin to hold them in place,

 

just a thought.

you can buy clevis pins on ebay or at a2a4 fixings

ta guys, the ones i have on the front are off a ypvs the metal type.

the ones on the back could be off anything so there isn't any point converting them ,

i shall just watch on fleabay for some to crop up.

until then i will fit these shit ones on the back and trancefare the back ones to the front.
