Well I'm having some issues. The bike won't charge the battery well according to the Manual of 14v. I replaced the stator the rectifier and the battery with a litium ion battery. System only getting 13v tops at the battery please help

Id start by checking all connections etc, particularly the earth connections, they need to be spotless clean for good contact

How old is the battery? an old battery can literally just die, one minute it starts the bike perfect then the next time you press the starter it's flat as a pancake, no life at all.

As for a "litium ion battery" I presume it's just a typo and you mean "lithium ion battery"  I must admit I've never heard of one on a bike only in power tools.

I've twice had a battery fail on me due to age, once on the bike then only a couple of weeks ago on the wife's car and in both cases it was the battery exhausted as in R.I.P. battery.

But as NSD says check connections especially the earth lead.

Lithium ion batteries won't take a charge more than 13v or it will fail. the way they operate Lithium-ion does not need to be fully charged; a partial charge is better.
