dt 80 lc2 low power and low rpm on neutral

Hi guys, i have problem with my dt 80 lc2. When i turn shifter to the end on neutral, it goes to 9000. When i turn shifter up and down and then i turn it to the end, enginge goes even to 11000rpm. It has really low power. Even 2t scooter can overtake me. On 1st gear yamaha goes to 8000, then stop for a moment and then it goes to 10000 and sounds like it is going to explode. V max is about 70kmh. I cleared carburetor and air filter. Compression is about 9,5. Engine doesnt have any blockades.
