My question is how the fuck did that guy in the side car get away with no helmet and a copper right behind him the whole way? .....IF i rode my bike without a helmet they'd throw the fucking book as me. ....unless you don't have to use a helmet like on a quad bike?

Nope, no helmet needed to ride a quad, but on a bike and side cart, helmets for the guy and pillion on the bike, no helmet for the person in the cart.
