Looks like an old type DEP with the 2" end piping lopped off,

I thought DEP as well.

It's not even for the DTR, if you look carefully you can see where they have sawn off the mounting bracket and fitted their own hangar band, matter of fact It's rather like the one I have on my DTMX...Theres nothing lopped off the outlet

nah tailpipe makes little difference on a 2stroke apart from noise.

Its the front bit that makes the power. The noisy can just makes it sound faster thats all.
