bike with CA emissions parts but live in NC

Hi everybody Im new to this fourm thing so bear with me.

alittle about me, I was in the Marine Corps for 10 years, just got out. Im a welder now and I just recently started riding street bikes.

Long story short, I traded my dad a gun for his old 1994 535 virago. I got it at the end of last summer and it ran somewhat fine. Well it set on a battery tender all winter with fuel stabilzer any with the occassional start here and there. Well its finally getting warm here and NC so i broke her out and start cleaing her up and getting her ready to ride. I changed the oil the gear oil new battery, well i took for a spin a round the block and i noticed she was a little sluggish.. so i checked the plugs and air filter and put some sea foam in her. ran a little better then, well me being the car mechanic i figured cant be that hard so i started inspecting, well i came across this little square filter element on the left side(if your sitting on it)right below the tank. Well i started researching what it was so i could order it, well after looking and reading it saids those only come equipped on CA models for emissions. then i also found out there was a canister from the fuel tank to the carb also part of CA emissions on the bike too. My questions are this, will that dirty lil cleaner and emissions canister(if its dirty) make the bike slugguish and if so can i get rid of them since i live in NC? IF SO HOW!?!!? Cause i wanna ride bad!!!!!!

Hello Marine! I'm new to this forum as well but a short answer to your question is, or rather a statement about your question is: I took off all that emmisions crap on by 2001 HD sportster about a rear after it was new and found absolutely no consequence. That dirty "sponge" might be some sort of air filter to the intake, I'd check that out and if it is, being dirty you might be running rich and with it off might be just right--you'll have to check your plugs and tailpipe for deposits to determine that unless you have an air-fuel sniffer of some sort.
