New Starter or Rebuild the OEM??

Ok, have an 1981 XS400 special II, new battery, new plugs...starter motor won't turn much.

When I kick it, it'll roll normally, but the electric start makes a razzing noise, even when jumped with a pack.

Held the kick out and hit the start button, it moves about an inch and stops.

Time for a new starter??

Or are they fairly easy to rebuild for a novice?

Or should I have the starter professionally rebuilt??
