75 DT400 Float Level

I'm a little confused about the float level for my 75 DT400. My Original Yamaha shop service manual says 17mm. I have searched this forum and found people are saying 23mm. When I initially checked it was at 23mm. I just purchased this bike and I am gouing through everything.
