YZ 250 Lacking power

:(Hi I am new to the forum so any help is greatly appreciated. I have a 94 WR250 with an 88 YZ250 engine that is running terrible and has no power. First it has great compression, I have also cleaned the carb thoroughly. It starts second or third kick with choke on but I have to take the choke off as soon as it starts or it will die. Sounds to be too rich but I dont think that is all or the main issue but I do need help there also. I had to swap out the flywheel and magneto coils to be able to use my existing WR electrical CDI so I may also have the timing off a bit. Is there a way to at least check without expensive tools? Only other thing I am wondering is if the power valve is sticking, is there a good way to check its operation? Any help is greatly appreciated. Thanks.
