dt125r only run on choke

hi, i have a dt125r 1988 model.Bike has been stripped and rebuilt totally, it will start and only with the choke on,if the choke is pushed in it dies.If the throttle is touched it dies.The carb has been thoroughly cleaned, it has new plug, new battery and fresh fuel.The carb has a white plastic nozzle at the back on the same side as the two stroke pipe, should this be connected to something ???. Its not even listed in the haynes manuel. Any help would be greatly appreceated.
