i had the same symptom of not getting fuel to my engine after i tried to wet sand it... i had to take the tank off, remove the petcock or tap (mine also has the pipe shaped pre-filter) and throw it in my bath tub and clean out the tank, petcock and hoses and anything that is before the carbs.. then dry thoroughly and fill with gas, it may take a little vacuum pressure (ie sucking on the hose) to get it started but once it starts it should be ok.... it was the problem for me.
