What's the chance of getting a lost key replaced for the fork lock on a 1984 xt600? I can't see a number

Hi, I am confused as to the air pressure in the front forks, my local Yamaha dealer sys the pressure should be 0lbs yet my clymer manual says between 5 and 0. Is this with the irks under or off pressure? Thanks Steve
